MinGW-w64 builds of GCC/Binutils for Windows

These packages contain both 32-bit and 64-bit compilers/binutils, and the mingw-w64 runtime headers/libraries.

The latest version includes:
- gcc 13.2
- gmp 6.3.0
- mpfr 4.2.1
- mpc 1.3.1
- isl 0.24
- binutils 2.41
- mingw-w64 11.0.1

Additionally, following libraries are included:
- zlib 1.3
- bzip2 1.0.8

This toolchain should be complemented with a MSYS environment for a full build-system.
